Integrated emergency management (IEM) comprises six related activities:
anticipation, assessment, prevention, preparation, response and recovery.

those activities. These can be described as the post-emergency elements of
IEM.

Guidance for practitioners on the arrangements for the possibility that
emergency powers could be taken by Government in response to a very narrow
group of the most serious or catastrophic emergencies.
National Recovery Guidance
Guidance for Local Responders to support them in dealing with the recovery
stage of emergencies
